Talking through another person, clip of the year.

Hi all, I was wondering if anybody has seen or knows what is going on with the latest clip making the rounds.

Essentially, there is an official reading what appears to be a response or question to a committee but in the background, there is a very unusual person mouthing the words, and looking around a bit despondently.

At first glance, I assumed this was a speech writer who wrote and subsequentially memorized the document being read. However, this video points out that there was a slight error in a page number which was also being mouthed by the person. That added to how creepy she looks (the lady mouthing the words) I am starting to question this.

I have never heard of these ventriloquist-type puppet masters, but I do remember having seen similar videos with an odd person in the background seemly focused on what a person is saying and looking out of sorts.

Any thoughts?
